Description:
StringFilters extension. Beta version.

1. Add 2 optional parameters to StringFilters functions to avoid SubSet wrapping:
start - the position of the first tuple to be returned.
count - the number of tuples to be returned.
It makes possible paging in dimension search and significantly reduces the execution time for several first pages (99% of usecases).

2. Replace case-insesitive Like based on RegEx with custom algorithm
(taken form http://stackoverflow.com/questions/5417070/c-sharp-version-of-sql-like/8583383#8583383)
on my tests overall time of queries reduces 2-10 times (espasially for case insensitive regex alternatives).
Current realization need some todos:
// todo bugfix extend with cases with mix of [A-H] and [XWZ] : TestSqlLikePattern(true, "[A-H1234-70]", "6") will fail
// todo bugfix in some languages where national alphabet in codepage is not in alpabetical order the construction [A-Z] may parse to "List<char> set" incorrectly: for example in russian [А-Я] not include "Ё"
// todo made case sensitive variant

3. Add "Contains" methods, because VB.InStr realization ignore CharCase parameter at all and always case insensitive. In my test case insensitive version of Contains methods was 3 times slower, then InStr.

4. This version was just refactored (first iteration). Some methods was not tested at all.
